Who decides whether a recipient may receive CUI

Changing the medium does not change who is allowed to receive the information. That decision stays with you, and it is worth being explicit about why.

It is a fair question to ask of any company that moves controlled unclassified information on your behalf: does using this service change who is allowed to receive the information?

It does not. The answer matters enough to state plainly.

The decision stays with you

You determine whether the recipient is permitted to receive the information. CUI Move does not assess recipient eligibility, does not approve recipients, and does not offer recipient screening as a service.

We perform the change of format and manage the transfer. That is the whole of what we do with the information you send us.

Why changing the medium changes nothing

A set of drawings printed on paper carries the same handling requirements as the file it was printed from. Putting information on a CD does not create a new recipient, and it does not remove a restriction that applied to the file.

Dissemination controls can limit who may receive information and whether it may go to a foreign recipient. Those restrictions travel with the information, whatever it is written on. A format change is a change of medium, not a change of status.

What that means for an international transfer

We support transfer requests worldwide. Each transfer still has to follow the restrictions that apply to the information and to the destination, and confirming that the recipient may receive it remains your determination before the transfer goes ahead.

If you are not certain how a restriction applies to a particular transfer, that is a question for the people who own the information and your own compliance staff, not one we can answer for you.
